Power on is working but it doesn't produce steam

Power on is working but it doesn't produce steam

I bought the mcculloch steamer from USA and I am currently using it here in the Philippines. After weeks of using it, it stops from producing steam but the power stays on. I think the heater is the problem because I don’t use the recommended voltage for the steamer. I just plug and play it any outlet and I don’t use a regulator or transformer.
