During heavy rain fall I get a pool of water on the driver side floor

During heavy rain fall I get a pool of water on the driver side floor Every time it rains heavily I get a pool of water on the driver side once this happens my check engine light comes on and reduce power light comes on. Do anybody know what’s going on here? And it also will have a gas smell coming from it.
