you did not tell us what you got with the old power board. for now I would only consider to check on this “Plug power in, press power button, TV is in standby (solid red). Pressing On with remote turns the light to flashing green then green, no picture (or noise of TV turning on).  “ not about what happens with vol - button etc. Measure the output from the power board (must be 5V on pin 9 on connector P25 as well as pin 5 and 6 and 15V on pin1 and 2) to the A-board and see if you have the voltages required. Remember that the STB5V from your power board is applied to the 3.3V regulator to power the main CPU on the A-board. The only IC’s that can trigger the 3blink code are all located on the main board, thus it is always the A-board.
