Taking too long to fill rinse water

Taking too long to fill rinse water Kenmore 80 washer..LONG time to fill tub for rinse cycle. When finally fills can manually move dial just past rinse label & starts spinning draining no problem. That is on cold rinse.. when moved to warm rinse it got ALITTLE better. ANSWERS:
