Vertical coloured lines on Toshiba TV

They seem to start from and reach around a black dot about 2cm from the bottom of the screen” sure sounds like a broken screen. Yes, Toshiba is not going to help you with that. You would need to try and find a replacement panel. That size panel is not easy to find and if it can be found will be more than a new TV. If you want to go that route, remove the back of your TV and look at the panel. You should see a label on it. Use the panel model number for an online search.
