When tv is off sounds like a relay clicking on and off wont stop

When tv is off sounds like a relay clicking on and off wont stop When TV is off a relay clicking noise can be heard. Only stops when TV is unplugged. The TV comes on and works fine for now. Is it time for a new TV or can a circuit board component be replaced. ANSWERS:
