Why won't it start and smells of gas

Why won't it start and smells of gas Car set for awhile d/t bad starter. Upon starting the first time after repair it smelled of gas bad in and out of the car and putted like it was running out of gas. Now we can't get it to start at all but it still smells badly of gas and makes a funny sound when trying to get it to start.
