Christian Robert S. Lim

Christian Robert S. Lim is a lawyer and commissioner of Commission on Elections (COMELEC) in the Philippines. He was officially appointed in the position by President Benigno Aquino III on April 4, 2011. He replaced Gregorio Larrazabal who retired in the position on February 2, 2011. As a COMELEC commissioner, Atty. Christian Robert Lim will hold the term until February 2, 2018

Education

Christian Robert Lim graduated grade school (1986) and high school (1990) in Sacred Heart School for Boys - Cebu City. In college, he studied as a freshman merit scholar and graduated a Bachelor of Arts in Interdisciplinary Studies (1994) in Ateneo de Manila University.

As a consistent member of the dean's list, Christian Robert pursued Juris Doctor and graduated (1998) with honors in Ateneo de Manila University School of Law.

Because of his thirst of knowledge, Christian Robert studied a Master in Business Administration in Ateneo de Manila University Graduate School of Business 2004.

During the 1998 Philippine Bar Examinations, Christian Robert Lim ranked as the 16th board passer and got 88.05% average passing grade.

In April 2001 to September 2007, he was a private prosecutor of Criminal Case No. 26558 entitled "People of the Philippines vs. Joseph Ejercito Estrada, et al." for plunder.

In May 2010 Presidential Elections, Atty. Lim was part  of the Legal/Anti-Fraud Group/Quick Reaction Team, Aquino-Roxas Bantay Balota. His works includes:
  • Prepared legal opinions and gave counsel on issues such as disqualifications of candidates, lawful campaigning and campaign paraphernalia under the Omnibus Election Code and related laws.
  • Conducted trainings, seminars and symposia to volunteers and supporters on Republic Act No. 8436 on automated elections, Republic Act No. 9006, the Fair Elections Act of 2001 and fraud detection in an automated elections situation all over the Philippines.
  • Attended hearings before the Joint Oversight Committee on Automated Elections where problems of automated elections and its preparations have been taken up.
  • Attended hearings before the Commission on Elections on the issue of the dominant minority party and inspection of various sites for the PCOS machine configuration and printing of ballots.
  • Prepared contingency measures in the event a "no elections” scenario is proposed by the Commission on Elections.
On the same date (May 2010 elections), he was also part of the Legal/Anti-Fraud Group/Quick Reaction Team, Congressional Candidacy of Vivienne K. Tan. His works includes:
  • Prepared legal opinions and gave counsel on issues such as citizenship, qualifications and disqualifications of candidates, lawful campaigning and campaign paraphernalia under the Omnibus Election Code and related laws.
  • Conducted trainings, seminars and symposia to volunteers and supporters on Republic Act No. 8436 on automated elections, Republic Act No. 9006, the Fair Elections Act of 2001 and fraud detection in an automated elections situation.
  • Acted as liaison for the candidate in compliance with reportorial requirements with the Commission on Elections and Bureau of Internal Revenue.
  • Acted as counsel in representation of the candidate in exclusion case before the regular courts and disqualification case before the Commission on Elections.
  • Acted as counsel in protest case before the House of Representatives Electoral Tribunal.
COMELEC Commissioner

In April 4, 2011, Atty. Lim was appointed as the commissioner of Commission on Elections (COMELEC) in the Philippines. He was surprised when he was chosen to be in a higher ranking position in the government. He didn't expect it.
