Certification of "Aisle" Students from the Public Schools in the Philippines

1. As provided for in DepEd Order No. 8, s. 2011 entitled, Policies and Guidelines on the Implementation of the Government Assistance to Students and Teachers in Private Education (GASTPE) Program Effective SY 2011-2012, specifically Item D on the Allocation of Slots, the Department of Education (DepEd) Office of Planning Service (OPS) using national standards, has determined the normal carrying capacity of each public secondary school and, on this basis, has indicated that students beyond the normal carrying capacity of each public high school shall be declared "aisle" students.
2. It has come to the attention of this Office that some of the overcrowded public secondary schools are reluctant to accept First Year enrollees from among the graduates of private elementary schools, or issue a certification that they are "aisle" students. The secondary schools concerned are advised that there are private schools that are willing to accommodate under the Education Service Contracting (ESC) scheme, the overflow students from the red-and-black-coded or overcrowded public secondary schools.

3. In the interest of time, it is requested that the Schools Division Superintendents (list of schools divisions enclosed), shall issue a certification to the ESC participating schools in the division, with the attached list of students declared as overflow by the overcrowded public secondary schools and considered for ESC grants not later than June 17, 2011. This is consistent with the provisions of DepEd Order No. 8, s. 2011.

4. The school heads of ESC participating schools in the divisions may use the certification issued by the SDSs in filling up their fixed allocation of ESC slots.

5. Report on students provided with ESC grants is expected to be transmitted to FAPE following the usual procedure, copy furnished the Bureau of Secondary Education-Department of Education (BSE-DepEd), Meralco Avenue, Pasig City, at telefax number.: (02) 636-5173, email address: bse.deped yahoo.com and FAPE email address: www.peac-fape.or.ph
