a. enable participants to appreciate the role and significance of public sector unionism in the protection, development, education, advancement and advocacy of government workers rights, benefits and privileges, as well as their responsibilities;
b. enable the participants to engage in Social Dialogue to contribute to the improvement of agency performance by identifying ways to enhance the quality of life and work conditions of DepEd rank-and-file employees and by focusing on prospective issues and conflicts between the rank-and-file employees and the management, and identifying ways of resolving these in order to better rationalize service delivery and support systems;
c. capacitate/strengthen DepEd NEU's representative group who coordinates with the management in advocating the rights, concerns and plans of DepEd employees essential to the delivery of quality public service and agency performance;
d. sustain the binding relationship not only between and among DepEd NEU officers and members but also between the officers/members and DepEd Management, as partners towards reaching the goals of the Department in attaining quality Education for All (EFA); and
e. provide a venue for the ratification of the DepEd NEU on the approved CNA.
The topics to be discussed during the Congress shall focus on the ratification of the approved CNA, the Employees Welfare and Benefits, the Economic/Non-Economic Benefits, Provident Fund, CNA coverage, as well as ancillary issues on Government Service Insurance System (GSIS) and Civil Service Commission (CSC) concerns, and other important programs and projects of DepEd.
The participants to this activity are the central, regional, division and schools, DepEd NEU officers (education program supervisors, education program specialists, administrative officers, human resource management officers, personnel officers, planning officers, legal officers, medical officers, dental officers, nurses, accountants, budget officers, supply officers, utility personnel and members of the DepEd-NEU Board of Trustees and National Executive Committee, chairpersons and members of NEU steering committees and central, regional and division chapter union officers.
Each participant shall be charged a registration fee of Four Thousand Two Hundred Pesos (P 4,200.00) to cover expenses for the board and lodging, supplies, professional fees/honoraria of resource persons and facilitators, and the travel expenses of resource persons.
Attendance of participants who are members of National Executive Committee, National Board of Trustees, Regional Executive Committee and Division Executive Committee shall be on official business. Their registration fees and travel expenses shall be charged to local funds, subject to the usual accounting and auditing rules and regulations. All other participants not enumerated above shall be on official time only. All participants may register with the disbursing officers assigned for the purpose at the training venue.
Arrival and registration of participants shall be on November 17 (Day 0). The first meal to be served shall be the dinner on the same day. The last meal shall be dinner on November 20, 2013.
