If Windows XP has Virtual PC 2007 (free) and Windows 7 has Windows Virtual PC (free), what about for Vista? Windows XP has a free downloadable Virtual PC 2007 form Microsoft's website.

You can safely run Virtual PC 2007 on Vista, it's not a problem; just check this link for more information. There are also quite a few alternatives to it: VirtualBox (free), VMware Workstation (paid) or Player (free), Parallels (paid).
