"I also ran into this problem and confirmed it's parts based off of two different suppliers.

I did find a very odd fix that I've been using for bad part proximity issues since the iPhone 4; take the proximity sensor out of it's seating and where the opacity on the glass is (the black dot), grab a black sharpie and color on the back of the glass as much as you can. You want to basically fill the square area where the proximity sensor will fit, and it will all be coated with sharpie.

Put the proximity sensor back in, put the phone back together, and there's a good chance the proximity issue will be working again.

Note: this fix will not work if there are any type of front camera / ear speaker problems, as that indicates it's likely the flex cable itself."

I have tried different suppliers screen and come to conclusion that this is due to faulty screen as iPhone 6s now use additional circuits just on screen to regulate .

"Had the same problem several times. My problem was not the sensor but the replacement screen.

When I changed replacement screen with a new one it was working again. (screen going black under a phone call when the sensors was covered)

I know, it's strange."
