Seemingly random network connectivity

This has been driving me nuts for a while. When I turn on the PC (which has a wired Ethernet connection), it cannot be accessed by other computers on the network. In other words, inbound connections do not work. The firewall is disabled. The PC itself can hit up anything it wants just fine.

eacfilt is a VPN driver. It is commonly used by Nortel VPN software to interact with their hardware. This would make sense, as re-enabling the VPN driver would make the VPN connection available again, ultimately showing another connection in Network Connections. Do you use any Nortel products? If you have their VPN router this could have been installed for interaction with it. It would make sense that disabling it would stop your computer from working properly with the router, and such other computers wouldn't be able to access you.
