Why can't I open my apps?

Why can't I open my apps? When I go to open any of my apps on my iPhone they will act like they r going to open then close out. I can only open the apps that came with the iPhone. And I have tried all the things the apple company (read on the internet) suggested to try

"Do you have a jailbroken iphone? If do so you have have a tethered jailbreak and might need to use redsn0w to boot tethered now option.

Theres a new tool to untethered jailbreak the iOS 5.1.1 its very easy and works on the 3gs whit no problems, and eliminate the need to connect tue iphone to the computer on every reboot."

I have this same problem too , I go into any app and even the apps that came with the iphone act like there opening the app then it just goes out the only app that doesnt do that is The Settings.....I have the IPhone 4 , IOS 7.1.2
