Why doesn't my silence button work anymore?

Why doesn't my silence button work anymore?

When flipping the switch to silent, the "silent" and "non-silent" icons flash on the screen at random times. The phone will only stay silent for a few minutes or less at a time although it is set on silent. How would one fix this? The phone has not been damaged or exposed to moisture. It just started one day.
