Dishwasher is not using enough water

Dishwasher is not using enough water

Our Whirlpool dishwasher is not getting anything clean. It appears that this is because it is not getting enough water. I don't hear much water going in at the start of the cycle or much water draining, and most of the soap remains on the bottom when the full cycle is complete. What can I look at?
