Dishwasher only drains when turned off

Dishwasher only drains when turned off My dishwasher (Hotpoint HFC3C26WUK_WH ) gets stuck in the middle of the wash and when I open the door the bottom is full of water. BUT if I turn the dishwasher off, the water drains out, so it doesn’t appear to be a blockage.
