How do I get the battery to charge?

How do I get the battery to charge? I cannot get the battery to recharge. The green light flashes while charging for more than 8 hrs. Battery still not charged. I have cleaned the terminals as recommended by the company, but no luck.

Mine has batteries in it but isn't charger not even turning on what do I do is there anyway to reset it?
