The screen turns on but it stays white with random colored lines

The screen turns on but it stays white with random colored lines

Everytime I hit reset or I turn ut on. The screen turns white then random colored lines appear. After a while of hitting reset it randomly turns on and off. The only way to turn it off is to hold reset.
