Replacing ball joints if the boot is ripped?

Replacing ball joints if the boot is ripped? Do I need to replace my lower ball joints if there is a rip in the ball joint? And the mechanic at the shop said he cant do an alignment because there is play in the lower ball joint but i couldnt find any play in it. Is there sure fire way to check?
