Why is my washer making loud noise at start of sensing

Why is my washer making loud noise at start of sensing

I turn on washer it starts to sense makes loud noise from below then stops and unlocks lid. I took sound insulation out from underneath and tilted it back, removed cover from belt. It looks fine. Tried to start machine to find noise. Motor barely moved and machine shut down everything turns smooth by hand no noise. Would motor start capacitor cause it to shut down. Thanks RM
