Won't power on power light flashes 3 times then off over and over

Won't power on power light flashes 3 times then off over and over My Vizio e221va power light turns on does three to four flashes and then goes off over and over again. I can barely see something when looking from the bottom of the tv upward when power light flashes on them shuts off also. ANSWERS:
