ERC grants Retail Electricity Supplier’s license to GESC

The Energy Regulatory Commission (ERC) granted on 12 September 2011 a Retail Electricity Supplier’s (RES) license to Global Energy Supply Corporation (GESC).  The RES license of GESC is valid for five years.  GESC is the 15th RES in the Philippines.
The ERC requires entities to secure a RES license prior to operating in the competitive retail electricity market.  An application for a RES license is evaluated by the ERC based on its Revised Rules for the Issuance of Licenses to Retail Electricity Suppliers (Revised Rules) that was passed on 17 January 2011.

The following can apply as a RES:  (1) a generation company or its affiliate; (2) a DU that will operate as a RES outside of its franchise area or an economic zone supplier that will operate outside of the economic zone; (3) an affiliate of a DU with respect to the latter’s contestable market or outside its franchise area; (4) an independent power producer (IPP) administrator; or (5) any person who intends to sell, broker or market electricity to the contestable market.

A RES applicant must meet the criteria and standards set forth in the Revised Rules for the approval of a license.  It must have technical, financial and managerial capabilities to ensure the fulfillment of its contractual obligations with customers for reliable electricity supply.  It is also vital for a prospective RES to have the capability to set up a business-to-business (B2B) system that will facilitate information exchange over the internet.

GESC was incorporated in the Philippines and was registered with the Security and Exchange Commission in November 2004, initially as Masinloc Global Holdings, Inc. In March 2009, it amended its Articles of Incorporation and adopted the name Global Energy Supply Corporation (GESC).  GESC is a subsidiary wholly-owned by the Global Business Power Corporation (formerly Mirant Global Corporation), among other subsidiaries, which owns nine (9) power plants that GESC intends to tap in providing its customers with baseload, intermediate and peaking power.  Also, GESC intends to source power from Wholesale Electricity Spot Market (WESM) and the privatized assets of the National Power Corporation through supply agreement with winning bidders or IPP Administrators.

Cruz-Ducut said.
