Why is my HP Pavillion cutting off power to usb ports when entering os

Why is my HP Pavillion cutting off power to usb ports when entering os HP tower cuts off power to usb ports when entering os. What can I do!? Trying to install Windows 7 and its not working because of this. Please help ASAP. Thanks!

You could try entering your BIOS and looking under USB if your settings are stopping power to your USB.
