Car Only Starts when I Bypass the Starter Fuse

My car is a 2005 Scion tC (they didn’t have that option when I made the forum.) It does not crank when I turn the key. If I hook up jumper cables same thing. I went through tests to see what it may be. I removed the starter relay/fuse from the fuse box. I was able to put to wires in the fuse “plug” to bypass the starter relay/fuse and the car starts. I went ahead and got a new fuse/relay and when I put it in, the same thing happens. Doesn’t crank at all. I have a multimeter to test different wire connections. I am trying to figure out what the problem is. I think it is the ignition switch or the park/neutral safety switch. I am not sure if that is right or even how to test that. I am adding a picture of someone bypassing the starter relay/fuse for a Scion xD

Hey, Zach. I think your neutral safety switch sounds like a likely guess. Without a wiring diagram it’ll be tough to tell you exactly what wires go where but by checking wires one place at a time I think I may be able to help you. First, can you tell me how many terminals are on the starter relay? And do you have an automatic or a manual transmission?
