Club car will not go in reverse

Club car will not go in reverse

I have a 1995 club car DS. I changed the fr switch and the solenoid, but the cart still will not reverse. I swap the wires going into the fr switch and the cart will go on reverse if the lever is in forward. I hear the switch click and the solenoid click but no movement. What can it be?
