Why do I not get water to the top shelf and how do I fix it

Why do I not get water to the top shelf and how do I fix it My whirlpool dishwasher does not get water to the top shelf. The bottom shelf dishes sometimes need to be washed twice. Does anyone know how to help?? Please, sincerely, overworked nurse!
