GE refrigerator forming a frozen waterfall in the freezer, why?

GE refrigerator forming a frozen waterfall in the freezer, why? Model # GDE25ESKARSS. We have replaced the ice maker and water valve twice and it works normally for a week or less and then forms a frozen waterfall again. Ice maker is not making ice cubes. We have also turned down the water pressure and still no change. Could the board be bad or a bad water line between the water valve and ice maker.
