No rinse water coming out.

No rinse water coming out. My washer isn’t filling any rinse water, it only will spin for rinse cycle. Also at times it won’t draw water when you put dial at beginning of wash cycle, you can move dial to any wash cycle and it does the same thing. I beleive my washer is from 2002. ANSWERS:
