Sound but Video is a strip across the top of screen

Sound but Video is a strip across the top of screen

Turn on Vizio E422VLE and there is sound but the screen is black except for a strip across the top. The strip shows things moving and changing. The strip is about 1 inch wide across the total screen at the top only.
