Why does it not downshift after warm up?

Why does it not downshift after warm up? After you drive it for 20+ miles it acts like it doesnt down shift when you stop. When you go to take off it dies, if you can get it rolling it will go but acts like a manual taking off in a higher gear. Once up to speed it goes fine. Is there a sensor or module that controls this?
