Windows 10 Logitech Mouse will not scroll

Windows 10 Logitech Mouse will not scroll Old Mouse stopped scrolling tried uninstalling, changed number of lines that scroll at one time. Purchase a new mouse, logitech MX510. Still will not scroll. Help
