Globe Slow Internet Speed - Why?

I had been experiencing today a very slow internet speed with my Globe Wimax. Then, I wondered why? I hadn't experience like this for the last 2 months. I live here in Cebu and no typhoons or heavy rains took place. This is kind of weird. Then, what I thought immediately was that maybe Globe system in Metro Manila has been currently experiencing network issues due to heavy rains and flashfloods.
