How to Pay PhilHealth Contribution Using Cellphone

In February 2012, The Philippine Health Insurance Corporation (PhilHealth) partnered with SMART Communications in creating a mobile payment service that allows Individually-Paying PhilHealth members to pay for their contributions using their mobile phone or cellphone. About three million individual-paying PhilHealth members can now pay their monthly contributions through their cellphones anytime and anywhere.
How to Pay PhilHealth Contribution Using Mobile Phone

The mobile payment service is called "Remittance-By-Air" or RBA. If you are an Individually-Paying PhilHealth member, you can follow these steps on how to pay your PhilHealth contributions using your cellphone. As of this writing, the participating telecommunication companies negotiated by PhilHealth and eSolutione Inc. are SMART and Talk N Text. On-going negotiations are still on process with Sun and Globe. So, you can only use SMART and Talk N Text sim in paying your PhilHealth contributions.


Steps in Paying PhilHealth contribution Using Your Cellphone

1.   Only Individually Paying Members can pay through "Remittance-By-Air" (RBA). The Individually-Paying Member (IPM) is required to have the following:
  • PhilHealth Identification Number (PIN). It can be found in your PhilHealth Number Card (PNC).
  • PHIC (PhilHealth ID Number)
  • SMART or Talk 'N Txt sim card with with regular prepaid load (this excludes unlimited text load and unlimited SIM) of not less than P115 for monthly mode of payment.
2.   To validate your account, type PHIC (space) PIN and send to 7442
  • Example: PHIC 123456789012
  • This transaction costs P2.50
  • After sending the text message, you will receive a message confirming the correct PhilHealth ID Number.
3.   If you entered the correct PIN, you will receive the following message from 7442:
"PIN 123456789012/Tan III, Jose Reyes, if correct, confirm download and PIN. Text PHIC YES and send to 7442".
  • Type PHIC YES and send to 7442
4.   If you entered incorrect PIN, you will receive the following message:
"Sorry invalid PIN due to syntax. Please check the PIN from your PhilHealth Number Card. For details, coordinate with the nearest PhilHealth Office."
Your premium contribution in using this payment service will cost P115 per month of successful transaction from validation to download of premium contribution. This includes P100 per month plus P2.50 per transaction for validation and P12.50 per month for convenience fee.


Some Frequently Asked Questions:

Could one mobile phone used by more than one PhilHealth member?
Yes. But each member should finish his/her transaction after 24 hours before allowing another PhilHealth member to use the cell phone. Otherwise, the second PhilHealth member will override the transaction of the first member.
In case a member missed paying 1 or 2 months contribution, will he/she be allowed retroactive payment through this mobile payment facility?
No, retroactive payment is not allowed through this mobile payment facility. The member is required to continuously pay monthly contributions to avail the benefits of PhilHealth.
How will the member view and print the proof of their payment through this mobile payment facility?
You may view and print the proof of payment (receipt) by logging-in to the PhilHealth website (philhealth.gov.ph). Go to Individually-Paying tab > View payment thru R-B-A. In the View payment thru R-B-A webpage, enter your PIN inside field box and click Submit button. You will then see the list of your payment transactions by date. You can print this page by clicking the "Print this page" tab located at the bottom.

You can also view your payment history through RBA facitliy on your cell phone by typing this message PHIC HISTORY <PIN> and send to 7442. Example: PHIC HISTORY 123456789012
What are the requirements prior to benefit availment for the member paying through the RBA facility?
  1. Generally, for monthly and quarterly mode of payment, the requirement for IPMs is to have paid at least 3 months premium contribution within 6 months prior to availment. PROVIDE, he/she is able to establish regularity of premium payment to avail of certain PhilHealth benefits that would require payment of nine (9) monthly contributions within the immediate twelve (12) months prior to availment.
  2. Accomplished PhilHealth Form 1, signed by the member, and photocopy of Certificate of Premium Payment (CPP) issued by PhilHealth and/or a copy of the computer generated Certificate of Premium Payment accessed through www.philhelath.gov.ph
  3. Photocopy of the member's PhilHealth Number Card (PNC).
  4. Photocopy of print-out of Member's Data Record (MDR).
In the absence of MDR or if the name of dependents/s does not appear in the MDR, submit any proof of dependency acceptable to PhilHealth.
