In order to facilitate the interview and selection process, the NSC is hereby reconstituted wherein there shall be two (2) sub-committees under one (1) Chairman. In this manner, both sub-committees may conduct simultaneous interviews of applicants for vacant third level positions.
The reconstituted NSC shall be composed of five (5) members with Undersecretary Rizalino D. Rivera as Chairman and Undersecretary Francisco M. Varela as Vice Chairman for NSC-I and Undersecretary Yolanda S. Quijano for NSC-II. The members shall come from any of the following officials of DepEd and the representative of the Career Executive Service Board (CESB):
- Undersecretary Alberto T. Muyot;
- Assistant Secretary Jesus L. R. Mateo;
- Assistant Secretary Tonisito M.C. Umali, ESQ;
- Assistant Secretary Reynaldo D. Laguda;
- Assistant Secretary Elena R. Ruiz;
- Mr. Armando C. Ruiz, OIC, Assistant Secretary for Finance;
- President of the Association of DepEd Directors (ADD) or duly designated representative;
- President of the Philippine Association of Schools Superintendents (PASS) or duly designated representative; and
- Atty. Ma. Antoinette V. Allones, Executive Director, Career Executive Service Board (CESB).
A simple majority of the NSC shall contitute a quorum.
The NSC Secretariat shall be headed by Ms. Sonia R. De Leon, Chief Employees Welfare and Benefits Division and Concurrent OIC, Personnel Division and Mr. Albert Jerome Andres as a member.
Expenses to be incurred by the NSC such as professional fees for external members of the Committee and other incidental expenses shall be charged to Human Resource Training and Development (HRTD) Funds, subject to the usual accounting and auditing rules and regulations. This Memorandum shall also serve as authority for the members of the NSC and candidates to attend activities related to the search process and to use local funds for their travelling expenses.
