Anyone solved the new iOS iPhone Cellular Update Failed issue?

Has anyone found a solution to the current iOS update failure of Cellular update failed? Apple acknowledges the problem on their support page, but offers no resolution other than to contact apple support.  It specifically states to not attempt a restore or a reset , which is the go to for a majority of issues, because this will result in being unable to activate the device.

Hi, check if the iPhone is showing IMEI number *#06# or in Settings->General->About. If not most likely the Baseband IC is faulty. (without imei phone can not be activated after full reset/dfu reset).

"Apple does acknowledge the cellular update failed resulting in no service, and warns against resetting. the latest IOS is corrupting the IMEI and basically deleting it from the phone, after resets it still does not exist and unable to activate. The repair center I work for is basically just tabling all these devices.

And its not limited to models, we just encountered an iPhone X.  it’s the latest SW causing the failure"

I can speak to the iPhone 7 and one model of iPhone 8 . There is an article published by apple on a board level failure triggered by updates after iOS 11 . I took two iPhone 7 to the apple store today after a tech at T-Mobile showed me the article . Apple will fix any phone affected by the update cellular problem on the listed models . 1660 is the one we had . They said they will replace the boards and the battery and possibly the screen if needed . All this at no charge even without apple care . Sorry I didn't save the article but it was published in 2018 . Like I stated, they did the repair today on 11/24/19 .
