Stuck on “connect to mac or to a pc with itunes”

Brand new iphone 11 pro max. Customer received a swap device from apple. She went through the wizard and scanned her esim. After that the phone said it needed an update. After updating it keeps failing to activate and that I need to connect the iphone to itunes. When I do this, it succeeds goes to the home screen for less than 1 second and then it says activating again.

If you're using iTunes, make sure you have the latest version.If you see a Trust this Computer alert, unlock your device and tap Trust.Unplug all USB accessories from your computer except for your device. Try each USB port to see if one works. Then try a different Apple USB cable.

Otherwise, reboot both the computer and your iPhone and try it again.

I have no idea why it freezes on that screen but if you set it up as a new ipad then head to restore in settings afterward you can restore through there
