Unable to Format 30 GIG Quantum Fireball Plus hard drive?

Unable to Format 30 GIG Quantum Fireball Plus hard drive? I had a working 30 GIG Quantum Fireball Plus hard drive. I need to install it in a iMac G3 233 to donate. I tried to partition the first 8GIGs at 7.5 to be able install the system correctly. The partitioning failed with a "Resource busy" error. Then tried a standard OSX extended format, same error. Then tried a zero all data and I get:

"Richard i""m not sure this will help but the consensus I get reading on this issue you need to unmount the partitions and then proceed with your formating. I know you are a very knowledgeable searcher but am going to include one of many URL's that I found on the subject. Hope this is of some help. Ralph
