Why does the flash not activate?

Whenever I take a picture the flash does not activate.

"What is the settings? You can tell the camera not to use the flash and you can even tell it to use it even during daylight shots as a fill-in.

If you're sure it should be going off as the lighting is very dark you may have a broken flash tube. Did you drop your camera? Often that's when the tube breaks.

Best to get your camera to a camera repair shop to check it out."

I have an IS710 with the same flash problem. It does not always go off even when set to do so but other times it works fine. I can tell because the little orange light above the view finder does not light up (indicating it is charging the flash) when this problem occurs. It is due to a reported problem with the camera. I think some other models have the same issue. I internet researched it over a year ago and other owners were reporting the same issue.
