Why won't my watch pair with my phone?

Why won't my watch pair with my phone? I just got my new Samsung Gear S and I cannot get the watch to pair with my smartphone. How can I fix this problem?

Also, the rom (operating system) must not be aosp. It ,pmust be samsung touchwiz based) also miui wont work because you cannot obtain samsung apps app
