You don’t state the model number of your ZTE phone, did you try as suggested by the Chosen Solution above?
Open the Phone app and then tap the 3 vertical dots icon lower right of screen (or the right hand soft key below the screen) and tap Settings > Voice call > Voicemail > Setup > Voicemail number.
Once there you have to insert the Voicemail number (or information) provided by your mobile phone service provider. Go to your mobile phone service provider’s website and search for Voicemail setup to find the information."
