Can flickering LCD Monitor Sharp LL-172G-B be repaired?

Can flickering LCD Monitor Sharp LL-172G-B be repaired? High quality 17" LCD monitor, solidly built with cast aluminum height-adjustable stand. Has worked well for years, but just started flickering exactly like a typical fluorescent bulb at the end of its life. Probably the backlight fluorescent tube, but could be its power supply.

I just (in the last hour) tore apart an LCD that a user complained was flickering, then eventually died outright. I opened it expecting to see bulging capacitors and once I got to the power supply board I saw...... Bulging capacitors. I'd open that thing up and see what's going on on the high-voltage side, it's extremely likely that the problem can be fixed with under $10 worth of capacitors.
