Washer is Bouncing around

I've tried to balance the washer - one of the foot screws isn't really moving up or down... but it's almost nearly perfect (barely off).

Jessika, you might want to check to see if you find any obvious problem with the springs or other support items. If you do not see anything obvious, I would think that your most likely problem will be the shock absorber. A diagram as well as parts are available right here.
