If you can boot into the BIOS/UEFI screen then it sounds like a driver issue - especially for graphics, but could be other.
Try booting in Safe Mode:

Does it work? If yes then fairly certain it is a driver problem. Go into the Control Panel and remove the Video/Graphics card driver and reboot. Download the latest drive for your GPU and install it."
