stuck ignition with steering lock not engaged

stuck ignition with steering lock not engaged i have 2003 dodge grand caravan w/ stuck ignition and the steering lock does not engage. i need to tap on the key w/small hammer every time for the ignition to work but the steering lock still does not engage is it going out or is this a gumming up problem in the ingition
