Why does Smartcast show apps that aren't accessible in country?

Why does Smartcast show apps that aren't accessible in country?

Smartcast shows Dove Channel on menu but says it is not available in my country (Canada). Thing is I can access the channel on Dove Channel's web site and Roku. Why not on my Vizio TV?
