The grant of the ECC resulted from the thorough evaluation made by the DENR-6 Environmental Management Bureau (EMB) of the initial environmental examination report (IEER) submitted by PGEC and its environmental consultant SMEC, Inc. The IEER contains a comprehensive determination of the analysis of the possible environmental impacts of the project from the construction, operation, and maintenance stages, and the corresponding management plan for the prevention and mitigation of these potential impacts. Covered by the ECC are the project's major components, from the site development civil works, through the installation of wind turbines, and to the construction of the transmission lines to connect the power facility to the Visayas Grid.
After conducting baseline environmental studies in the service contract area and consultations with host local government units and communities, PGEC and SMEC, Inc. submitted the draft IEER to DENR-EMB 6 for procedural screening on December 1, 2011. Several more meetings, communications, and clarifications with the DEN R-EMB 6 technical staff and local government units followed this initial submission. PGEC's final environmental report was accepted by DENR-EMB 6 on May 4, 2012.
PERC Vice President F.G. Delfin Jr. declared "The approval of the Nabas ECC, along with the earlier release by the National Commission on Indigenous Peoples' (NCIP) of the project's Certificate of Non-Coverage of ancestral domain claims, testifies to PERC's strict adherence to environmental and social conditions imposed by the government. With these approvals, PGEC can now proceed to securing other local clearances necessary for project development. But like other investors, PGEC's final investment decision hinges on the government's clear and immediate resolution of the FIT issue that has clouded the country's commitment to renewable energy."
