The Congress aims to provide the participants with better appreciation and understanding of the similarities and differences among the young participants; to know how to make these cultural qualities a means towards peace, harmony, and social development in the region; and to provide them with the opportunity to engage in discourse and casual conversations through discussion forums, cultural activities and immersion in a local multicultural community.
The target participants are the high school students from the nine (9) other Southeast Asian (SEA) countries: Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Singapore, Thailand and Vietnam.
The preference for the Philippines would be student academic and campus leaders from the sophomore and junior year at the time of the Congress.
