Why can't I upload my pictures to my computer?

Why can't I upload my pictures to my computer?

I can't upload my pictures from the camera to my computer. I have plugged to USB cable into "A/V out" port on the camera and into the USB port on the computer. Every time I have done this in the past, the download screen pops up and I can proceed. It will not do this now.
